Agreement 6176, adopted by the Council of Ministers on November 13, 2007, defines in its Article 3 that the Local Administrations subordinate to their respective Assemblies of People's Power are constituted by their Administration Bodies and by economic entities of production and local subordination services. The Municipal Directorate of Finance and Prices is one of these bodies.

Functions and powers

1. Allocation of subsidies to companies of national subordination and other forms of financing by the central budget to cooperatives, UBPCs and other entities based in the territory, for which they are empowered to carry out the corresponding evaluations and controls.
2. Performing cost checks on budgeted units.
3. Control and supervision of compliance with financial and price regulations for all entities located in the municipality such as loans to higher level students, control of events and sports competitions and others that are mutually agreed upon.
4. Global control of the security budget in the municipality.
5. Control of the correct application, in companies located in the municipality, of the new financial system, in terms of verification of taxes, contributions, rates and contributions, creation of reserves, among others, in coordination with the dependencies of the National Office of Tax Administration.
6. Control of the movement and integrity of inventories financed by the central budget (plan reserves) existing in the municipality.
7. Advice to the UBPCs and CPAs of the territory in financial and price matters and systematically carry out analyzes of economic results, monitoring and evaluating compliance with profitability programs and the elimination of losses.
8. Participate in studies, checks and evaluations of national interest in financial matters and prices, accounting and internal control, which are expressly coordinated.
9. Advise the entities of national subordination in the territory in financial, accounting and price and tariff matters.

The Provincial Finance and Price Directorates have the power to delegate to the Municipal Finance and Price Directorates these tasks and others derived from their own functions, which correspond to be carried out in the municipalities.

Fines Control and Collection Offices
Decree Law No.99 of December 25, 1987, establishes the authorization of the Control and Collection of Fines Offices by the local bodies of the People's Power.
The offices have the responsibility to rigorously and agilely apply the collection procedures available to them, so that their management begins from the moment they receive the matrices of fines sent by the Organs and Agencies of the State empowered to impose them until their collection, shipment to another municipality or cancellation, as appropriate, and thereby guarantee that the principle of educating the people in respecting compliance with the laws is not lost, as well as playing an important role against social indisciplines.
